Last week I had a signup from Phillipines. This person was paypal verified, although an unconfirmed address. The email was not an asian name - something like joebloggs@hotmai.com (western name)

I checked their domain name and was just registered under another western name, with an address in UK.

Is this order fraud? Should I notify the person who appears on the domain name?

That order definitely merits further investigation. Are you able to verify a phone # for the person? I'd ask them to confirm those details and then validate them separately as something isn't making sense.

Isn't verified where Paypal just deposits a little money into a checking account, but the address is where they have actually verified it thru the credit card? If the person does not have a CC, that might be why it is unconfirmed.
