I'm interested in putting a web blog on my site for use by myself and possibly a few friends. Does anyone know of a program that could be used that would allow the creation of multiple web blogs that could interact with one another; possibly like livejournal?

You can run the same software that LJ uses on your own server, but some people find it a bit complicated to setup.
Take a look:

Another popular blog software package is called "WordPress".

Just use blogger. That's what I do for my site. Pick any template, copy the actual Blogger code, and imbed the code into your design.

Moveabletype can be a resource hog through. If you end up with too many comments, rebuilding can take quite long and actually interfere with other peoples hosting in a shared hosting environment. I've known many people who hosted with TotalChoiceHosting and had their sites shut down until they either removed the comment system, or found a way to streamline their current site.
