there is no servers (within your budget) that can take 4 Xeon CPUs. If you mean 4 logical CPUs (HyperThreading), then you should not mention it being 4 Xeon Processors.

Maybe you can, I just doubt it. Not many system have capability to put 4 Xeon processors in. Until otherwise proven, I will say you just mistakenly thought 4 logical hyper-htreaded Xeon processors as being the same as 4 physical Xeon processors. Feel free to prove me wrong otherwise.

Right, that's HyperThreading in action. You have four logical CPUs, each Xeon is registered as two logical CPUs. So no, you don't have 4 CPUs.

Here is a system that comes with 4 Physical Xeon Processors (http://configure.us.dell.com/dellstore/config.aspx?c=us&cs=04&kc=6W300&l=en&oc=pe6650&s=bsd). It's an enterprise server and it does not come with the processor speed you mention nor the processor comes with L3 cache your processors have.
