I need to setup an account with a domain registrar and I wish to pay around 10$*year*domain (I have to register at least 100 domains). I thought stargate was a good option but they don't allow .biz and .info
does anybody have a suggestion??

I use www.ukreg.com
their cheap and you can easily update name servers etc through a control panel, which is very nice.

Why they say that? Is there a fee to become registrar?
Ukreg is not the best price I've found. 9 pund+vat is a little bit more than 10$.. correct?

I recommend Joker.com. I've used them to register several new .INFO and .BIZ domains, and could not be happier.
They usually charge what is roughly the same as $10/year per domain, less if you sign up for a reseller account.
