There's no problem running Windows Server 2003 on a 2.4Ghz Celeron.

The issue is how many page view you're getting and what your peak loads are.

The Celeron is a nice workhorse which can act as a troublefree workhorse. It may not win races but it sure can perform.

As for your forum, do you have 5000 users all on the forum concurrently or you have a total of 5000 users but they log in at different times ? What is your most active time and how long it is sustained and at the peak, how many users would there be ?

At your current server or site, what is your CPU Load like ?

5000 members and login in different times. Normally around 150 member online in same time.
