I would think it could be benificial for someone to have actual working sites to show prospective customers.
But then, I have sites that need building. So maybe I'm biased. :D

well I don't think it'll be a designer that you're looking for. The site is a Nuke install, so you'll be looking for a programmer. You're looking at add functions to a CMS, not a bit of eyecandy.
FYI, I'm a designer so the eyecandy comment isn't a poke. While the site in my opinion could use a fresh coat of paint, what you're asking for goes past what a photoshopper is going to be able to do (for the most part). Request a codegrunt, that know their way around the CMS in question.
