I bought a domain through Mher.org hosting. Recently, they went offline for 2 days and no response since then. My question is....Can I transfer this domain without any info from Mher becuase they went offline...and how do I transfer?

If the domains are older than 60 days, you are listed as the owner/admin on the whois (to include yourt e-mail) and the domain isn't locked, and it isn't registered with someone who makes a practice of denying transfers...then yes you can initiate a transfer to a new registrar.
