I'm contemplating developing a control panel "skin" site, and being a complete cp newbie, was wondering which cps are worth developing for (and skinnable, for that matter).

Anyone willing to estimate which control panels have the lion's share of the market? Perhaps a top 5 list?

Also, can I download these cps you suggest for development purposes? I'd hate to have to shell out for licences I won't be using in a hosting environment.

I don't think anybody would let you download the software.
cpanel/WHM is the most popular control panel software I guess.
Plesk is also doing well....
