Is it possible to create in CPanel several FTP accounts accessing the whole FTP area, not parts of it (i.e. sub directories)?

Yes. Cpanel servers usually come with proftpd as the ftp server.
you'd have to modify the proftpd.conf file and add a user who can browse the entire disk....
Mostly the proftpd.conf would be located in the etc directory.
Editing it as simple as editing the httpd.conf file... :)

If I have a dedicated server how much should it cost the server administration (not the support for the clients), configuration, minor changes from time to time. etc... on a contractual basis ?
