IS that the same as allowing reseller to create reselling account?

I believe the answer to your question is yes.
Our Reseller Plans are simply WHM Control Panels with an extra Illuminon website account. In the extra account they have another custom coded control panel to allow them to create other WHM Control Panels with their main accounts disk space/bandwidth etc. So its a separate control panel they can use to create other WHM (Reseller) accounts.

access to accounting.php.inc for billing software to interact w/ whm
