The network? Do I need to elaborate on that? Its TP bandwidth...

Why are their 8 IP addresses but only 5 useable?

To answer the original question...

Of the three you listed I only have experience with Layered Tech and have been very pleased with the server and support I have received from them.

I cannot comment on the others as I have not used their services.

paul ThePlanet basically has refused to post what their actual mix is for a while now. They have UUNet, Sprint, Algx, Verio, Level3, GBLX, nLayer, AboveNet, ATT as far as I can tell.
