I am on a Cpanel server, with WHM ability. I was wondering if there is anyway to limit the number of emails that a specific email(s) account can send in a 24 hours period? Is there such a script available?

I believe I saw option in whm, when loged in as root, to limit number of emails sent per hour, per domain. I am guessing that this functionality is using eximstats process which is also part of cpanel. If per domain limitation is not good enough maybe you could extend this functionality.

Unfortunately, I don't have root access, Sasha. Thanks for the tip, though :)
