I am currently using cp/whm for account admin, but a lot of my users are asking for a web site design solution which cp does not have.

I am considering moving to another control panel that does offer a web design tool. Any suggestions?

Try Hsphere from www.psoft.net , it has a site builder and it is cheap for what you get.
