I'm going from a host that uses plesk to a host that uses cpanel.

what is the best way to transfer my current site over without losing any of my data in the database and losing any database connections?

cPanel has a transfer utility that works with sites on Plesk. Your new host should be able to help you out with that. You may have to re-connect the scripts/databases, but other than that, everything should work out fine.

That only works if the person has root access on the Plesk machine though, which I don't believe they have.

What I would recommend doing, is copy all your data over manually. Basically download the all the files, then download a backup of the database from phpmyadmin. Upload the files and then recreate the database. Edit the files so that the database username, and DB name are correct. Then in Plesk's DNS Function change the A Entry to the IP of the new server. That way the downtime is limited compared to a 24-48 hour propagation time.

Are you on a reseller account or a shared hosting account?
Your new provider can transfer your account over to their servers.

He's on shared hosting im guessing. Get your host to transfer you or take a backup and upload.
