Somone know where I can register a .is domain?

Iceland operates a closed registry. There are a couple of exceptions (such as international sports federations), but other than that you need to be an Icelandic resident or trademark holder to register under .is

Looks like here https://www.isnic.is/ but doesnt seem to be easy to get. A lot of conditions certainly not a free registration type

According icann website they are the once listed as the domain zone controllers for .is domains....

also www.who.is/domain.com like www.whois.sc/domain.com :)

it would be great, it has a lot of potential there. Also could be used as www.where.is/location :) or for those annoying kids www.why.is/question :D Would save the parent's nerves...
