I have a product I need to get developed over the summer. In the past, I have only haphazardly written the specifications in Microsoft Word etc. but I have learnt my lesson of doing that. Thus, for the current product, I would like to write a complete specification with probably quick screenshots done in VB of the prototype.
For ya professionals who do this for living or anyone else who has any idea about this, what tool would you recommend to go about this?
Any pointers would be appreciated.

you mean something Like Z specification or B Toolkit ? I have done both of these as part of my degree so let me know if you need assistance.

also, chances are that if you dont know what language to write in ... you'll have a very hard job of getting to grips with it because it requires a lot of detailed knowledge about what the specification language requires to stay accurate.

Well I know the development will be done in VC++, even though I know nothing about coding in that. I do know VB.
Still, I am not planning to write programming level specification, more like the screen-by-screen design.

I get lot of product specifications in Adobe Acrobat .PDF files with some even running into 60 to 100 pages with all kinds of images and graphs. I think it is the most widely accepted format.
