When a customer goes over their bandwidth you will receive a notice and their domain will have a little indicator beside it stating that they have exceeded their limit but, the customer can continue to use up bandwidth. This is the same for their storage limits. I believe they are planning on changing this on their next version but only on the "soft" limits on storage space, not bandwidth. I hope this helps.
