Do you think Ubersmith is a good solution for a billing/invoicing customers extranet?

In your opinion, what is the best solution for that in order quality/price, support and customization (non english users)?

There are a number of free scripts and programs to help accomplish a similar system. You may want to test some of those out before shelling out big bucks for ubersmith (they ain't cheap!).

You'd have to do a search on hotscripts.com for a more complete list, but here are a few I've looked at (haven't made any decisions yet:
