I have a DSL connection and with that connection I have a static IP. Also, I am a reseller and I can modify the DNS file. Is it possible to modify the DNS record to point to my static IP? So like www.whatever.com will point to my static IP?

If your provider allows you to point records to IPs not in their network, sure you can.
