From what i got, seems Visa has removed the "2nd chargeback" route. Bascially (see attached files) it says that (from i understand) that Visa removed the 2nd chargeback option for processing banks and it also outlined guidelines on what goes into considering "compelling evidence"
Hey i have an idea..
Why dont we just give everything away for FREE!.
I'm still sure that some cardholders would chargeback even then :)

well it looks like the rules were designed to make it easier for you, the merchant on chargebacks, because theres cases where a chargeback is won by the merchant, and the bank simply re-submits a 2nd go around

Visa's CISP compliance will also be -mandated- by October '04 for all payment gateway services. Lots of changes coming on the horizon and it is nice to see that some of these changes will benefit merchants for a change, instead of just cardholders. :)

I think Verified by Visa and MasterCard SecureCode are the most dramatic innovations in terms of merchant protection.
