Please could someone help me, One of my customers had problems with the frontpage extensions so I tried to remove the site in the cobalt control pannel but I got an error message : "The FrontPage web could not be uninstalled successfully" but it removed the site from the list in the control pannel. So I then created the site again allowing frontpage extensions, but when I added a user with admin and frontpage (I chose a different username than before ) but I got this error message saying that there was an error creating a frontpage account.

What should I do?

Well, this is a far out guess, but does the new user's space have at least 3 MB of space for the FP extensions?

yes I've even tried it with 200 mb

try going into the /usr/local/frontpage directory and delete the entry for his site, then try to add it again.
