Try downloading, uploading large files throughout the day. You should see many speed variations.

The simple answer is: there isn't. Download speeds will depend on the speed of the provider's connection, it's saturation, the internal network, the server, etc. Just because you can't download at more than 10mbps doesn't mean you're capped at 10mbps.

The complicated answer is: there is. By monitoring round trip times to packets to various locations, with various sizes, both individually and in bursts, a great deal of information can be gained, including the latency, data rate, granuality, and utilization of all accessible links.

But unless you have several years of background in computer science and networking, don't even think about trying to do this; it is far from easy and you must have a very extensive understanding of the issues involved.

Wouldn't it work having a few people with fast connection download a big file from your server and see if they get the same speed? For example, if the speed stops at 100kb/s for all of them, then you know it capped.
