Is it possible to remotely change linux distros? I want to change to Deb from Red Hat Enterprise that came on the server. I want to avoid paying 75$ for an OS Reload.

Not easily is the short answer. Technically if you mounted a partition and a chroot'ed install of debian you might get away with it
