Hi,
I hope that this is not a to stupid question but I really don't no.
I am located in Belgium and 99% of my clients will be located in Belgium and France.
So I ask me the question if there is any difference in performance or speed if my server is located in the USA or here in Europe.

There wont be a difference except for pings. Also a lot of the low cost US providers are highly oversold networks and therefore may not be as stable as EU networks.
However, to start off with I would suggest that using a US host will be a good idea because the pricing is so good. As you can see from my sig, my own company will be moving all our hosting servers to Germany, however, the cost is a lot more then our current US servers, so we can only afford to this because the company has grown massively - but we have been in business since mid-2002 so we have had time.
I dont think there are many people who will mind that you are in the US, they will like the lower pricing you can provide though ;)

Well yes, in fact the US offers are very interesting.
The only European company I found actually who offers very interesting offers is Hosteurope.de
There basis server is arround 115$ with control panel. All others are to expensive or have very low bandwith
So that is why I asked for.

If your clients are from the EU then stick to servers located in EU.
It may cost slightly more, but it work out better for you and your clients in the long run.
Search around for good reputable providers.

Well actually I can have this with a german provider for +- 115$
- Celeron 2,6 GHz
- 512 MB RAM
- 60 GB HDD
- 750 GB Traffic
- SuSE/Debian
- Free Pleask or Ensim or Confixx
- 1 IP ( 32 IPs = 35$ one time )
+ other features.
I will not resell anything, so when I say clients this will be the clients who will come to my shop and surf through it.
So I beleave that a Celeron with this specifications will be enough for the beginning.
Of corse I found also very nice providers like this in the states, so I will have to choose.

they may be oversold we dont know for sure, but it doesnt make them more unstable, it will mean you may not get the highest possible burst speed tho. If its going to be used for gaming you should go within the EU.

The closer the server is to your clients the faster the connection would be and the less number of hops the packets have to go through.
If possible, I would suggest opting for some web host in belgium and failing which somewhere in a nearby EU country. Of course, value for money wise the US web hosts does offer very attractive deals. Some unheard of in other parts of the world.
Really you just have to weigh up were most of your server hits / visitors are going to come from.
Us we were 50 / 50 so we went US, it's cheaper for one and had more resources we needed, but I would be thinking on finding a UK server (ouch prices) in the future for a few UK customers.

A server in Belgium would be your best option. Your second choice would be France or the Netherlands.
A provider in Germany who sells this high bandwith against this price must have a overbooked network. For around 99 euro you should expect about 300 GB datatransfer as a fair deal in Europe.

Well this provider offers 500GB, but if you pay 3 month in advance you get 750GB and if you pay 12 month in advance than you get 1000GB

You better first try their service out for a few months.
