Hi,
Is it possible to "CHMOD" or set ownership rules of a file on Win2k? Does it depend on the FTPD? If so, what FTPD is recomended?

I don't think the users can set permissions themselves on a
Windows server. At least not via FTP.
The administrator will have to set permissons or give certain
directories execute permissions for files. I think there is some
kind of an interface available though where web users can
give read and write permissions on files and directories to
other users and/or everyone.
Don't remember the name, but I think you will find a lot more
information if you search for "web hosting" on microsoft.com.

Honestly, its not worth the agrivation of trying to find ftpd software that will allow that on a win box.
