The server can, Apache can't.
Addition:
I say this assuming that a large number of users will be downloading files with Apache being the main server. Given it's forking nature and how much memory each child spawned eats up - it would not take long for all available memory on the box to be consumed and a HD swapping frenzy to take over.

Which is a hardware issue, not an Apache one. We have servers with 1GB of RAM easily doing 10mbps of transfer.

What I said was in the context of the server configuration being offered, not of one with 1GB ram.
Also, in terms of hardware, I've saturated a 10Mbps link on a Raq3 with 256 megs ram running a few instances of WebFS on multiple ports.
but, that's what thttpd is for....
