Thanks to the excellent advice I recieved from this board, I switched to HostMatters. I'm very happy with them. However, something really screwy is going on with my previous host, Verio, who is also my registrar. Strangely enough, the IP my domain points to keeps changing from my previous site to the current site. I have no idea what would cause that, and Verio's DNS manager doohickey says it is on the same one the entire time... Taking into account DNS propagation, it seems something *extremely* weird is going on. It's not a cache problem, either - I checked, and it happened a few times over the course of a few days.
Anyone have any idea what's going on?

Well, it would be a lot easier if you told us the name of domain...
Most likely is, that the DNS information has been changed on one nameserver, but not on the other. That could easily lead to the situation you're describing.
DNS is fun :-) (glad I'm not using zone files anymore...)

I switched from the worst host in the world to HostMatters and have been extremely happy! I congratulate you on your move!
The same exact thing happened to me. You didn't mention your registrar, but mine was Network Solutions. I have since moved to GoDaddy.
When this happened to me we realized that NSI processed a request to change the domain back. Where it came from we couldn't tell, but what we did know is that we were pointed to HostMatters one day and the next we were pointed by to the worst host in the world.
I made the change again, transferred the registrar to GoDaddy and haven't had the problem since. It was extremely frustrating when it happened.

Thanks for the advice! It switched back a final time, and is now stuck on the correct one... so far, anyway. The domain is http://cooltech.org, if anyone is curious.
Btw, I love host matters!
