Where can you buy / resell targeted traffic from that comes from expired domains?

Ebay usually has many people offering traffic from expired domains. I'm not sure if this type of traffic would be targetted though. I don't believe they let you choose the expired domains in which you would like to receive traffic from.

Have all the expired domains point to a REAL site (with content) and then signup for publisher programs (ie. fastclick) that do popups/popunders/banners.

i try targetedvisitors.info but it seems that they use pop up
