A dedicated server such as that provided by Rackshack.net ($99, 300GIG bandwidth, 20GIG space) except loaded with WHM and Cpanel.

I think the only people that can offer 300GB of bandwidth for $99 are huge companies like raqshack... and they have to put you on a server like a Raq, so that it would be almost impossible to use the 300GB.....
I am not going to get into a discussion about Raq's... there are many threads about them...

There was a thread about a possible plesk offering on non-RaQ linux boxes. Look for info in Other Related Offers and on the rackshack forums and site itself.

I will give you one of my VB forums hosted one my P3/850 and 2GB of memory, and you will see why :)
Seriously ... Raq can probably do well pushing 300GB for static content, but for dynamically generated conted (with heavy php/mysql) I think raq will die in no time. My semi-powerful server could still sometime got problem handling 100000 of page views and 600000 of hits per day ... will raq will handle this? don't think so :D

I can't find anywhere on their site what processors they use. If its a 300Mhz i doubt it can handle much :D
I Don't seem to have any problem using up 300 GB on my raq :)
KIWI: Normally RaQ4i's run 450Mhz ( No thats fire power! ). Well maybe not.
