is there such a server available for me that i can have IRC running also shoutcast ?

not really after dedicated server so if any other options are avalable i would be greatful for opinions lets say ...............

id say fdcservers.net would be your best bet ;)

I agree. FDC should be used as a last resort. (or maybe never?)
