Is there some kinda free cpanel software that is coded in php? I am not looking for something to be as super advanced just something where people can upload pics and smaller stuff.

Uhm, when you say 'cpanel' do you mean cpanel.net or a control panel in general?

I want something like cpanel.net offers. I do not need something that advanced but something that will work and give me a little control. Such as, how much bw a specific account can use and how much space they can have. Stuff like that.

u can upload files but its for a whole system

maybe usermin will be better. webmin is for root

I highly doubt there's anything free that does what you want. Webmin is your only/best option.
