If I have somebody's ARIN contact ID (i.e. XX1234-ARIN), is there any way to find out what netblocks are associated with them?

Just do a search on the ARIN site, the whois function is upper right on the main page.

Let me furnish you with a live example so that you can better understand my question (It's complicated). I'll use Nocster as an example.

The tech handle on their IP range is SMA4-ARIN. If I only knew the tech handle, and wanted to do a "reverse lookup" of sorts to find out all of the blocks that "SMA4-ARIN" is a tech handle for, how could I do it? ARIN's site isn't any help to me.

Doing a search on the ARIN Whois shows that that ID belongs to Arcus, S. Matthew. Further searching on his e-mail address gives you Several ID's. One of which is BurstNET. Further searching on BurstNET gives you thier IP blocks. If you take the other results from the second search you can narrow them down to all the non-burst IP blocks he is listed as the contact for.
