From what I've understood..

1. That deal is based on 95th percentile.
2. The $.99/GB price is if you pre-order the bandwidth (which you do once a month), otherwise it's $3.00/GB.

I think your confused, you can buy how ever much bandwidth you want for .99 cents a gig, you dont have to do it every month, the .99cents a gig is good for life (as long as your a customer)
