couldnt you just make a wap site and put them on there?
Then make a script to check they have paid then let them downlaod it?

hmm..

Upon payment, I'd email the user the wap url AND use an sms gateway to push the url to the end user, and only allow two or three accesses to a given url before it expires (I'm a nice guy, this is just in case they don't get it the first time). You could only allow one access then ask them to email customer service if there are any problems, I guess, but that would be too much work for me.

As for sms gateways.. the easiest way is to use email-to-sms service that most mobile providers offer. The trick is keeping the formats and such straight (ie, for my provider, sms is sent to mynumber@fido.ca, but for the other gsm provider in canada, sms needs to be sent to yournumber@pcs.rogers.com). Depending on your target audience, there may be way too many carriers to do this with, in which case I'd try to get some kind of computer to gsm sms interface that will send them out over your network. (This, of course, assumes that your network has intercarrier smsc agreements with the end user. This may or may not be true. To use the prior example, microcell canada (http://www.fido.ca) has sms to almost every provider in europe, but rogers at&t (http://www.rogers.com/) does not. YMMV.)
