NTP is not configurable on a virtual basis. It is only configurable at the system level. However, On some webhosting platforms it is possible to define your timezone and reflect the relative timezone for your site (for instance, your server is actually in Los Angeles, but your site serves London. Ability to set this and the configuration process differs between webservers and operating systems.
