Apart from search engine submission/optimization, and google adwords/overture. What is the best way of promoting my site and generating large traffic volumes ?

Banner exchange is a good way to advertise aswell. Also some low cost add buttons on high traffic sites can go along way. But the best method still is happy customers and word of mouth.

Yep, thats the best way, you could also try giving free hosting, and make them put a banner up, submit your site to different directory sites, like www.hostbyte.com .
Of course advertise in the offer forums here.

I think starting out with local promotion is always the best and most effective way since you get corporate clients at corporate pricing :D

Worth of mouth and local promotion to start with then once you get going you can expand into, I saw this site advertised on WHT a while ago, dont know how good it would be though.

Also, are there any local newspapers etc. in your area who would let you write a column or article about how your clients are using the web to achieve their business goals, have fun, meet people etc.? An article like that can often drive highly qualified people to you...
