For $20/m? Do they exists?

I haven't seen very many Hosts that offer payment through Paypal.

www.alentus.com offers what you're looking for, for around $22.
They have good technical support and have quite a few features for their plans.

http://www.burlee.com/webhosting/index.asp also offers what you are looking for, for a little over $24, if you pay annual its around $20.

There are quite a few that can get you what you need for a little bit more than the price you want. Like I said before, very few Web Hosts offer payment through PayPal, so you probably have to conceed that option.

I picked these Hosts because I hear good things about their support staff and they both have reliable uptimes. If you wish for me to do a more thorough search just PM me and I will put togther a small portfolio of around five Hosts to choose from.
