Oracle8i/PostgreSQL/MySQL (Oracle is preferred)
PHP 4.0.6 or JSP
Apache
XML (DOM, Sablotron)
Aspell/Pspell
mod_rewrite
Telnet/SSH
crond
SCSI HDD
~200MB space
~20GB/month bandwidth
