Is there a way to make a "across the board" forbidden (403) page instead of the default apache?
It would be nice to have "Contact Billing - Your account is suspended" rather then "FORBIDDEN!!"
Unless their is a configuration option for cpanel I don't think it would be possible.
Although, I'd check to see what it puts in the .htaccess file when an account is suspended, perhaps it could provide some hints.
The only other thing I can think of would be to write a shell or perl script you could run for the command line that would modify the .htaccess file to display what you want.

I am going to look deep into this... I have wondered the same thing often. It uses a plain html file, so I just need to locate that file and tell you where it is hiding...

How about creating a directory called "billing" or "hold" or something to that effect.
Have the index page include the Suspended Message & billing contact, etc....
Then simply Re-Direct the Document root for the domain to the Suspended dir.....
You could have unlimited domains aimed at this dir. until their account has been paid etc....Then just update the HTTPD files & redirect back to their home dir.
If you do daily or weekly backup , it would be very easy to keep updated........

Sorry but the way CPanel works, is not like Cobalt etc. when you suspend an account, it goes automatically to the forbidden page.
It also wouldn't be very feasible if you are a larger host and have more on your plate to deal with compared to a smaller host.
Tims right, its a simple html file and apache has to have it stored somewhere, its just knowing where to look. I would also think the coding is somewhere in the cpanel backend, but Nick is prob just to busy to deal with such ridiculous requests :(
It would be nice if Darkorb could have such a feature though, or even telling us where the darn files are kept.

well,,, I looked and looked.. finally, I went to the support desk and just asked them.
What the heck,,, has to be worth asking if it will help save customers, instead of just ticking them off.
