is there any websites out there that are totally dedicated to htaccess for people who have virtual accounts?. or failing that for anyone.

I doubt there are pages soley dedicated to that one subject, but I'm sure you could find plenty of info on .htaccess from the Linux Documentation Project http://www.linuxdoc.org/

You should be able to find everything you need there.
