I am hosting a site and the local ISP is doing the DNS for it... so do I have to setup anything in my DNS or just setup the new account and make no entries in the DNS? The local ISP is hosting the email aswell.

You shouldn't have to do anything for the site at all (DNS wise, anyway), once you have added it as a virtual site in the RaQ CP.
Your ISP should make the DNS records look like this:
A Records:
yourdomain.com ==> your RaQ (if name based site) IP or Site IP (if IP based site)
www.yourdomain.com ==> your RaQ (if name based site) IP or Site IP (if IP based site)
MX Record:
mail.yourdomain.com ==> ISP mail server
There is a REALLY useful tool at http://www2.hunter.com/~skh/scripts/dnslookup.html that will allow you to query your ISP's ns server even before the records propogate - I use it all of the time so I can catch mistakes before the site goes down.
Now, you will have to make sure that you have the correct NS specified with your registrar as well.
