I know this issue has been discussed many times but I have to talk about mine, I don't think anyone has had it the way I have.

I signed up at PayPal about a year and half ago. AT this time, I was living in Venezuela (country) which was and is not supported by paypal, so I used an address from Argentina since I have family there. I signed up as if I lived in Argentina using my family address, verified the credit card and everything, until I got limited access. To take of the limited access I had to send this to paypal:


Add a credit card and enter your Expanded Use Number

2. Fax documentation
- Valid photo ID
Passport
Driver's License
National Identity Card

- Recent statement for any bank account
- Recent statement for any credit card connected to your PayPal account
- Proof of address
Utility Bill


But, the problem is, that the credit card is from United States, we do not have any statement to send to paypal to verify our home address with the credit card address.

Now, I'm living in Mexico... Is there any way I can get all this to work? take of limited access in some way and then close account and remake? What can I do?

Help is REALLY appriciated.

Being that PayPal supports Mexico, why don't you change the address associated with your PayPal account to your new one and send them a bank statement/phone bill proving your residency.

Also, as far as the credit card statement goes, I don't think it is a case of your address. It is more the fact they want to see that you infact own the card and receive the statements. Having a US credit card probably won't make the difference.

Has nothing to do with address. I got this same thing yesterday and they tell us we have to supeona them to find out the reasoning behind the limited access. Even though all documentation was provided and I have been a member for over 3 years.

Being told it is computer generated random as to how it selects the verification of accounts like this. Seems to me they are maybe hitting users that have quite a few Paypal transactions that are non-Ebay related.

Well, after many calls and 5 different faxes we got a resolve. They told us the reason was since they are not a face to face company this is a way to get to know their customers better and verify the validity of accounts. They said no one even spurred the limit, but I suspect those that accept more non-Ebay payments than Ebay payments are subject to the checks more.

Couple of tips for those that go through this.

1. Edit the fax page so both bar codes are on the same page. The way they set it up they are on two pages and their system does not recognize this.
2. It took about 30 minutes from the one page we finally edited away from their format to be reccognized and us to get a return email on. I suggest refaxing if you do not get the auto confirmation within a couple of hours. We were told by several different agents on the phone that we did not send the fax even though we had the confirmation pages to show that we did.
3. Once you are past the 24 hour mark and your fax is in try and speak with a manager to do the account review. This accelerated our review and the limit was removed in a day and a half instead of the 3-5.

Though it is very hard to be patient with them it seemed this approach worked best. I don't like that a company can just up and freeze funds at anytime and this is why I do not leave money in there. Although after February 14th they have the right to pull funds out if they limit your access. I am reallly glad that only a handful of our customers use Paypal and this is a pretty limited problem. In the 3 years and 7 months I have been a member this is my first problem with them.

I had my account limited twice. Had to let my father take over payments.
Got my access back though.

We have received a Limited Account Access Notification with several transactions being reversed on Feb 26, 2004, from paypal. After submitting faxes and our documentation to paypal, they have not yet responded to us on their review despite several emails. Also, as a result of this action by paypal, we have lost several customers and are losing more the longer this takes.

I would appreciate any other hints on this from users who went through the same experience.

My hint would be to swich to another electronic payment system. studyrussian, if I am not mistaken paypal doesn't work with Russia at all?

Which one would you suggest ?

P.S. We are actually a travel agency purchasing certain services in Russia, but all our services are provided under Swiss law, as we are a Swiss registered company. But obviously, this may have caused paypal.com to react...

I guess I will use that on the next time I receive online payments (I'm from Brazil and paypal doesnt support local withdrawing from Brazil..)

caio, what can you tell us about this ikobo.com?

I've heard about www.yambo.biz and that they can accept paypal payments, but because of some problems with dns I haven't been able to register with them myself. Maybe you'll have more luck?..
