I've seen a few ref.s to the 80% rule regarding IP's.

What is the rule?

simple

Example:
if you get 1 class C (256 Ip's) .. you need to be using 80% (about 205 IP's) before you can request more.

To make sure you're not hoarding them for sale later at high prices because they're so rare.* :)

SO how many class C Ips can a noc buy at a time?

What if a hoster gets 200 IP's under your name but only gives out 30 to you and gives the others to other smaller hosters? Remember, those IP's given away to the others are registered under your name?

Whats the definition of 80% utilizing?

How do you judge if an IP is utilized?

Anonymous FTP or SSL certificate must be occupied?? Can you just issue IP to all domain account without worrying about anon FTP or SSL thing?
