My Question is what is the best & easiest way for someone with very little knowledge of programming to set up a members database . Reason for it is that when people visit my index page there will be a field for them to join our mailing list ?

Check hotscripts.com and find a script that suits you... If you only have "very little knowlage of programming" then I don't suggest trying to make one your self, as it will just become frustrating.
