OK, let's say I have 2 webhosting packages.
and recently my client which using package A would like to upgrade/downgrade to package B.
I was wondering if he need to re-input his/her CC info into a 2checkout form again, or I could change the amount of the recurring fee through member area?

Though I don't use 2checkout, usually your customer would have to sign up for the lower package (annoying thing about 3rd party). You should email them asking if you can somehow assign customer #XXXXXXXX (or transaction #XXXXXX), to a different product, and *maybe* they would be willing to do that.
This is one thing I hate about the 3rd party processors. That and what to do if the customer goes over their plan and you need to bill them $3.00 more that one month (seems lame to ask them to fill in cc details again for $3.00 one-time), or if they want to upgrade package (same problem as downgrading).

I'm not sure about 2checkout, but I know that RevEcom will do it for you. Just create a ticket in the control panel, and usually that day they'll have changed the charge amount.

It would be nice to see 2checkout introduce features to support this, or make their system a little more customiseable...

Actually, we really like it. The down side is that they do not have customizable fields, but we just set up a separate form that connects right to the payment gateway. Has one of the best rates around and looks very good customized. Almost looks like part of our site. I do not want to post a link to it here because it would be a form of advertising, but if you contact me I will send you a link to look at.
