Can i figure out where this server is located? He continuosly sends spam to all of my mail accounts ( some dvd copying program for sale) ?

Try a traceroute, nslookup, dig, and maybe go to some IP whois database, like arin.net (or another, depending on the country) and find out who the person's host or upstream provider is and email them the relevant information. That should do it.
