it should be free now, but all I asked got big eyes: none does know details, and the listed official registrars I asked also all did not give clear answer. Where to register, what price, how to register, and so on.
Any concrete information here?

I dont know either. .name just does not interest me and doesn't seem commercially viable. Maybe for an email address, but that is all it would be good for. I had enough difficult explaining to people my email address at ohashi.us, try explaining what .name is to someone :D

www.dotster.com offers 2nd level .name registration also

i think its $15/year and min of 2 years in general

I thought .name domains were to be in the format:
1stname.2ndname.name
