I did a quick test from a site I know of that always has good speed to test my connection at this very moment. The file from over there, I download at 212KB/s, which is normal from that server.

I tried your file after (didn't download all of it), and I averaged 65KB/s.

I'm on a cable connection.

Almost forgot. Tried to grab it with my server. Averaged around 240KB/s with that.

the server is capped at 10mbit according to my stress test. its NOT capped at 250k/s. please note that the server is located in hong kong (pacific supernet). so the speed u were getting was quite nice consider the physical distance.

please note that its peak hours in HK rite now. i was still able to max it out at around 1mb/sec. so i'd say the network is pretty decent.

single threaded download (wget etc) is by NO means an accurate way to test the real capacity of a connection.
