I specialize in using osCommerce because I have found it to be extremely flexible and it has satisfied the majority of my clients. Yet I am completely capable of "starting from scratch" as I have been developing complex web applications for over 5 years.

As far as pricing, it generally depends on the complexity of the project and the estimated time it would take for completion. I do not charge by the hour, but by the project.
