In phpbb when any one try to login ,, he can't
in VB when I log into control panel and change anything and save changes I can't

every time I get this error

You must have installed a mod_security apache module and there's something that it filters out.
You need to check the /usr/local/apache/logs/audit_log file and see what pattern it matches to remove that one from the config of the module.

yes thats down to apache security either remove this or set the filter to allow
